[HCoop-Discuss] Site Redesign

I apologize for the delay in working on this redesign. I have it to a point
where I need some help plugging content in. Here's what I've done so far.
I'm open to more suggestions on the organization, but I'm about through with
the layout and design unless people have major problems with it.
