Yes, that's probably what I'll implement... and I'll probably go for two 
months, just in case.

A cron job sends the messages.

If the nagger starts warning 2 months ahead of time, then I think we can 
simplify things and freeze accounts as soon as their non-deposit 
balances go below zero.
