Oi, it appears something is up with our apache config, or some strange
html/http/apache default behavior that needs overriding. The value in
your files are, as you showed, utf-8, but somehow the env var is
transformed into escapes for the individual bytes as if the were ascii
or iso-8859-1. I can dig into it, but assistance from other members
would help...
