This has nothing to do with the particular software you're using.  We 
have a recurring problem where the Apache on mire gets into a bad AFS 
state, and Apache needs to be restarted to prevent dynamic web sites 
from failing intermittently.  I just restarted Apache, and I expect that 
fixes the problem for now.

Unfortunately, none of our admins has volunteered to figure out a 
long-term automatic fix for this problem.
