This is related to the problem from your last post.  The main Domtool 
server thought it had published your new web site config to mire, but 
that hadn't happened, because the mire server was down.  When you 
submitted another Domtool request later, the main server "cleverly" 
noticed that it led to the same web config as before, and avoided 
"re"-publishing to mire.

I had to manually reprocess all config, but it works now, and the 
problem shouldn't appear again.
