It really is meant to be about IP addresses.  The port number is needed 
so that we can find an IP address where no one is using that port yet.  
For instance, probably most requests for IP addresses for SSL vhosts on 
the standard HTTPS port will require assigning new IP addresses, but 
requests for arbitrary port numbers for custom daemons members are 
developing can probably be fit into IP addresses that have already been 
assigned to SSL vhosts.
