I found and fixed a bug in the reminder script that I should have seen 
earlier; sorry.  I just reran it, so everyone who is close to going 
negative should now have an e-mail notice.

There was also the change to flat dues, which lead to charges coming 
closer together than usual in the transition month, but the bug was 
mostly to blame.

That's on my to-do list now on Bugzilla.  Hopefully I'll implement it in 
the next few weeks.

Yes.  I thought I explained this in a recent e-mail to hcoop-announce.  
Can you suggest any text to be placed on the wiki or elsewhere (or 
another announcement) to make it clearer?
