I recently came across this:

The USPS also offers a similar service, but Postful has a developer
API so you can submit mail automatically (and, I assume, more securely
than via SMTP).  They say they can reliably airmail to 50 countries,
working towards a goal of 200; unlike USPS they could eventually set
up non-US printing sites in regions with high demand.

Might be a good final notification "your account is freeze-dried, we
are not going to make any further effort to contact you" when email
isn't working.
