This will require people to be subscribed to two mailing lists.
This is unnecessary overcomplication of a very simple thing.
We should keep our technical matters for ourselves. No one will be
contributing to our open list, I can tell you that right away. And for
special people who do have an established name and a specific reason
to see our technical traffic (while not being members - which is silly),
we can always make special allowances.
But again if you just can't get over this (even after a poll), create
two mailing lists.
