I restarted deleuze's apache, and this seems to have fixed bugzilla.

We still have some sort of boot-order problem on deleuze, where Apache
is starting too early in the boot process.  Moving to an arrangement
where we're not running Apache on our primary AFS server will fix this
problem; until then we have to remember to manually restart apache
every time deleuze reboots.
