OK, I think I've implemented all of this.  I have to admit that I 
haven't tested anything as a user without admin privileges.  I don't 
know if anyone actually cares about creating a new poll any time soon, 
but feel free to test this out now if you like, since now you can delete 
your own test polls if they aren't active yet. :)
