"This hole is marked with a Bingo-style ink dauber, which is purposely
larger than the hole. The voter then separates the ballot, chooses either
the top or the bottom layer to keep as a receipt, and shreds the other
layer. The receipt is scanned at the polling station for tabulation."

Does this sound like something we will actually use? I haven't found
anyone who uses this in real world practice, certainly not an online,
internet-only group. I am sure our many members in India, for whom even a
simple letter can take weeks and considerable expense to arrive to the USA
if it does at all, would love this. We don't want to punish people for
voting.

Pardon me for feeling somewhat irritated at having to write this. I
recall reading about punchscan on Cryptome when it came out and thinking
it was cool, but just because something is cool doesn't mean that 30
seconds of thought won't show that it is irrelevant. It doesn't help your
argument, and it's a waste of time. Especially when you present it as a
one-line rebuttal as if it were somehow self-evident.
