It's just the default value, and we increase quota for everyone who
asks.

There's a good number of members who use less than 400 MB so I 
don't think the default value of 400 is too inconvenient.
Just submit an increase request if you need more.

Also, did you get an impression from the Wiki page that 400 MB
was some kind of a limit? If yes, please point us to that page
as we'd like to reword that statement.
