You'll recall that last July I asked Google whether we could use their  
new "Payments" service and they said that it was only for tangible  
goods.  Now, though, their policy has changed!

"[Y]ou may also process transactions for intangible goods (such
as digital or downloadable products), services, subscriptions, and
donations (if your organization is 501c3 tax-exempt)."

So we're 501(c) exempt, just not (c)(3) exempt.  I could e-mail and ask
them, but I think we qualify under the sale of services/subscriptions
provision.  There's no need to get some flexibility on the 501(c)(3)  
when we qualify under another provision.

Best of all, Google Checkout is free for the rest of this year.

I propose we sign up for this asap, so when people give money this week  
for past expenses we don't lose $0.30 plus 3%.

Of course,  I propose this not knowing how hard it will be to implement  
in the portal.
