Wikipedia agrees with you:  "The term is often mistakenly used as a synonym
for the internet itself, but the Web is actually something that is available
*via* the Internet, just like e-mail and many other Internet services."

Then again, "web" being a synonym for "net" it is not hard to see that a lot
of people are confused. Is there any practical benifits of such confusing
definitions? :)
