You need bondfrontend.conf file + xml files. Copy bondfrontend.conf
from linux, change the error piping
for stdout/stderr to a file (in bondfrontend.conf) and make sure you
have a simple valid xml document there.
Also make sure you have the DTD present.
If you get stuck still, you can download window binaries from gymmaster
to see what files are potentially missing
