<P>We&nbsp;can't&nbsp;just&nbsp;carve&nbsp;up&nbsp;HCOOP's&nbsp;overhead&nbsp;expenses&nbsp;piecemeal&nbsp;and&nbsp;ask&nbsp;members<BR>to&nbsp;pick&nbsp;and&nbsp;choose&nbsp;which&nbsp;they&nbsp;want&nbsp;to&nbsp;pay&nbsp;for.&nbsp;&nbsp;</P></html>
